mock ui test: FES offline (allows setup without FES)

This is slightly different. I'd like to test scenario when FES is completely offline / not responding.

• on consumer: allow to proceed setup
• on enterprise: setup not allowed (FES must either be present and functioning, or returning 404. Cannot setup on enterprise version if it's missing completely)

I think the app behavior is already there, just not tested.
