re-enable drafts + unobtrusive way to request for pass phrase if missing for draft #888

see what browser extension is doing: the UI gets changed to request pass phrase in a way that doesn't break user typing. On iOS can say Draft not saved: enter pass phrase just below the top green header. When user taps it, they will see pass phrase prompt. Second, if the draft was not saved the whole time and user taps the back icon, they will be prompted for pass phrase before they can leave the screen, so we make sure to save the draft.
