Add committees API and frontend listing page

Summary

• add a simple in-memory committee model with controller and router wiring for GET /committees
• enable CORS and expose the committees endpoint from the backend server
• create a React Committees page with routing, navigation, and proxy config to fetch and display data

• not run (npm installs blocked in environment)
