Vietnamese (telex) does not place ă when expected

1. Open any blank text input
2. Select the Vietnamese (telex) keyboard
3. Type 't' then 'a' then 'w'

Expected behavior

Text should be 'tă'

Actual behavior

Text is 'taư'
