Summary

Refine ScrollToLatestBar styles and behavior.
Adjust BaseToolCard and FileOperationToolCard layout/styles.
Tweak MessageModule in flow-chat-manager.
Minor MiniAppCard and AIRulesMemoryConfig UI cleanup.

Test plan

Open flow chat and verify scroll-to-latest bar appearance and interaction.
Trigger file operation tool cards and confirm layout.
Open AI rules / memory config and confirm layout.
