Summary
Added localhost to allowed domains. This will permit cloud.gov to make the health checks needed.
Explain the motivation for making this change. What existing problem does the pull request solve?
Deployment to cloud.gov would fail because the health check would fail. This would tell Cloud.gov that the app was not running even though it was.
