Multiple Blank Strings in Languages Array

1. Go to https://api.code.gov/repos/doj_justice_management_division_better_view_pane_args_drupal_module?api_key=DEMO_KEY

Expected behavior
A clear and concise description of what you expected to happen.
I didn't expect there to be multiple entries with the same value and I didn't expect there to be blank strings. I'm going to write in a clean method into the api-client, too, so this shouldn't touch the front-end of the website. It would be nice if the API handles it, too :-)
