I replace the two settings.gradle files with only one, using blowdryer to fetch files from this repository. The manual override can still be uncommented for testing new spotless settings, it does mean that modifying those will require 2 commits (1. update spotless settings, 2. tag the update, 3. point settings.gradle to the new tag) but it will no longer crash when you extract the starter package.
