Add a checkstyle lint banning wildcard imports

Shows an error for every non-static wildcard import in java files in the mod on build/check gradle tasks:

Can be suppressed by doing:

import my.mod.magic.*;
// CHECKSTYLE:ON

or globally in gradle.properties.
