This should address the bugs that you feel when using multiple overflow chips or with inventory filling in general with routing chips & pipes. I plan to test this further using my world, but it passed my initial recreation of the issue.

Steps to recreate:

  • Have 2 chests with interface pipes each, both having overflow chips of same preference
  • Add 1 chest with interface pipe with extractor chip
  • Initial inventory should be nearly full, leaving 1 slot
  • Add 2 stacks of 2 different item types to the extractor chest
  • Expected Behavior One stack is routed to last slot of initial inventory, the rest are diverted to the other overflow chest
  • Current Behavior Both stacks will be routed to the chest with 1 slot left, and the slower stack will infinitely attempt to bounce into the chest it's been routed to. It will only be rerouted when you restart the world and force a reroute.
