This looks reasonable, at least to the point that it's an improvement and an acceptable outcome. (For a super quick comparison, note that, as intended by the cooldown period introduced in #2337, this updates less stuff than #2336 would have.)
Per #2336 (review), I'm rebasing this so it's strictly ahead of main, before adding commits to it.

It's important that this be rebased/recreated to come after #2342. Otherwise CI won't be reliable here; specifically, test-fast on non-Windows systems will wrongly pass. The necessary commits probably won't end up behind where this gets in the current rebase/recreation, so it will probably have to be done again. Sorry about the mess!

This reverts the preceding two commits from #2331 (see discussion there). This prepares for a different, immediately forthcoming fix.
As first seen for gitoxide in #2330, upgrading `rusqlite` to 0.38.0 breaks compatibility with some of the types we use with it. This is due to a change in `rusqlite` that places conversions for `u64` and `usize` behind the new `fallible_uint` feature flag: - rusqlite/rusqlite#1722 - rusqlite/rusqlite#1732 We originally fixed this in #2331 (modifying #2330) by casting. This instead fixes it by enabling the new `fallible_uint` feature. For relevant details, see: - #2331 (review) - #2331 (comment)

Having recently edited the MSRV workflow, this is as good a time as any to make this change, which is arguably overdue since 2025 has been `windows-latest` for months now: - actions/runner-images#12677 - actions/runner-images#12925 We last updated this in #1515. See #1514 on why we're not using the `windows-latest` label itself in the `msrv` job.

After rebasing this to come after #2342, tests fail in the expected way in 4edc5dd, including non-Windows test-fast jobs. Atop that, I've cherry-picked the chain of commits commits from #2336 other than the Dependabot commit itself. I expect that to pass CI, and assuming it does, this PR is in good shape.
