dropping support for GCM, bumping web drivers

GCM has been deprecated and support has now been removed. Had to bump chromedriver to 75, dropping support for the unstable branch. Not sure if this is the preferred way to go about it, but I'm not sure how to support multiple driver versions otherwise and this is a limitation of chromedriver 75 as far as I can tell.
