Don't edit files when reading/viewing

When viewing controls, HyperGRC may change the saved file even when no "save" action is specified. This can cause git to show changes made in machine generated files that don't match HyperGRC's formatting requirements.

Goal: only edit files when a Save action is specified. Otherwise, treat files as read only.
