ci: add release runners

Currently, there are no release runners, and pushing from a local machine is even less reliable now we are targeting support for both React 18 & 19(#20). We should ensure we are building and pushing from a specific version of React in an automated way.

The only package that needs deploying in this repo is the:

@grapesjs/react lib.
