Fusion rebalancing

• Fixes fusion overclocking too many times in some cases. Is effectively a nerf to Helium Plasma, but also some other things
• Adds Americium Plasma as the best plasma in the game, far stronger than any other plasma for power. Also is a faster way to get Americium metal vs the MK2 recipe, and as a result the MK2 recipe is nerfed to promote this recipe for later game
• Buffs Iron and Nickel plasmas to output 144L instead of 16L. This should make them much more competitive than before. Iron Plasma is also moved from MK3 to MK2, and has its burntime duration decreased from 128t -> 112t to be more in-line with MK2 plasmas
• Adds Tin Plasma as another MK2 plasma between Iron and Nickel plasmas in power. Has a somewhat simple recipe, and will probably be the ideal MK2 plasma for fuel
• Buffs tritanium and duranium durations to be 2x faster, these are already incredibly slow for the amounts they are needed in late game and this should make it a little better

In the end, the intended "best plasma path" is

• MK1: Helium plasma
• MK2: Tin plasma
• MK3: Americium plasma

but other plasmas should be competitive still, so the actual best plasma at any given tier will depend a lot on existing infra and what materials are cheap to you at that point in time. These are just the "generally cheapest plasmas given cost to make and fuel value."
