Trains with multiple locomotives only allows one locomotive to recieve power

when I add more than 1 locomotive to train, only one of them gets power.

Steps to reproduce

1. make 6 car long train (either 2 loco up front or each loco on front and back)
2. watch them move in sluggish speed with only one of the getting some power while others show no fuel icon

Expected behavior

1. multiple locomotives pulling/pushing
