Consistency of receipts for technologies and locomotive

1. to research the train you need red and green research packs (you need to add blue ones)
2. to build it you need batteries and electric motors, but there is no dependence on these technologies

Solution: 2 technologies, one for the rails, one (later) for the locomotive.
I change the receipts, so the technology for loco requires blue pack. I added as well new requirements (electronic circuit) for rails, to generate red and blue wires (I don't directly require blue and red wires, as those are implicit in some mods).
