I'll rather take this approach: add an option to packages receive --once-only=yes so that the same code is executed to receive or just get the list.
This will be a parameter in the query: dry_run.
with this parameter set: packages are fully listed (only those that would be downloaded). it's possible to list only ids (option fields).
when downloading individual packages, then still use option once_only

this does seem cleaner to me

• i'm using the normal interface aoc packages list
• i can specify the --format=json or any other format i need ie csv
• there is no dryrun option needed as i'm just getting the list as often as i want
• after parsing the json i can pick the id's i want, prioritize them based on the metadata
• afterwards run a very targeted aoc packages recv ID

In other words all the logic is around aoc packages list while aoc packages recv is just the execution function

i get that receive internally does that but for me as a user receive hides the list while list naturally exposes it
