Create utility scripts to compute the next release build for CBS

Currently to compute the next release build to be used as version for release pipeline is done in the pipeline definitions. This computation is duplicate in all of the pipeline definition templates. We need to create a utility script for this propose to share will all the pipeline definitions for future maintenance and consistency,
