"Frameworks" folder not in Library

I downloaded R version 3.3.2 and tried to type in the /Library/Frameworks/ etc... part for the home directory but it didn't work and when I investigated, there was no Frameworks folder within the Library folder. I uninstalled R and redownloaded it, and tried downloading later versions but the Frameworks folder is always missing. I'm not sure why or how to remedy this.
