[HIGH] Deploy action mismatched for Azure Container Apps

\.github/workflows/deploy.yml:134\ uses \zure/webapps-deploy@v3\ but Terraform provisions \zurerm_container_app\ (\infra/modules/compute/main.tf:63\).

**Fix:** Replace deploy step with ACA image rollout (\z containerapp update\ or ACA deploy action) using immutable image tag.
