Update Scaling data message

When cat-model output manually uploaded (i.e., with simulations 1,2,3, not 2001,2002 etc.) then no scaling is applied as expected. But the message shown looks like an error message ‘Scaling data missing for selected years. Scaling has not been applied.’ Could this text be updated to make clear that it’s ok that no scaling is applied given the format of the data in

Suggestion is to resolve with new message "Scaling has not been applied: Scaling data does not identify data by year or is missing for selected years."

• User guide should acknowledge that you can still edit specific data points in the tool, or by uploading manual (post-scaled) and selecting no scaling

In docs, "Choose from the drop down menu of the scaling and trending data you want to include in your data set - Population, inflations, GDP or no scaling." - WB commented "If using simulation rather than yearly data then no scaling data included."

• check if this means no scaling data can be applied in the tool; this may be a problem because simulation data may still require scaling if using previous years' values

In the UI, general scaling information now includes: "Where a manual input file does not attribute loss to a year (year might be labelled 1, 2, 3, etc., scaling can not been applied.". Line 292 global.R
