Layer labelling

The choice of label of layer 1 and layer 2 misleading.
There is actually a layer 0, which is picked up by someone else, then layer 1 is country risk and layer 2 is the pool risk. Rather than calling them layer 1 and 2, when they are actually layer 2 and 3. Could they be labeled more intuitively.. ‘Country layer’ and ‘Pool layer’. If not possible, make it clear in the user guide that layer 1 isn’t ground up loss.

Decided to retain the labelling, but added in each worksheet of the Risk Pooling Tool a clarification
or more complete description:

• "Country Funding Layer (below pool ) - Layer 1"
• "Risk Pool Fund - Layer 2"
