Add "Notification" tab to account page #104

- Notification lives in a tab on the Account pg.
- Notification count displayed next to user name in the header.
- A link to the notifications tab is displayed in the dropdown menu under the user name (maybe it has some message with it too).
- A link to the page (or tab, or file) associated with the notification will be tied to the message.
- Notifications will display in one long table, with no pagination.
- A "read" flag needs to be tied to the notification being displayed in the notification table.
- Notification displays in table until user removes it.
- TO DO: Determine what triggers a notification. (First working example to start with: "Remember to release your Dataverse.")
