Feature Request/Idea: Add notifications for "user added to group" / "user removed from group"

Overview of the Feature Request
New notifications for when a user is added to a group / removed from a group (corresponding to "Role is assigned" / "Role is revoked") with notification text in Bundle.properties:

"You have been added to the Group []."
"You have been removed from the Group []."

Like all other notifications, these should be mutable.

What kind of user is the feature intended for?

All registered users.

What inspired the request?

We want to control permissions entirely via groups (e.g. allow an individual user to create datasets in Dataverse Collection X by adding them to a pre-defined group called "CollectionX-DatasetCreators". In the current setup, users would not receive a notification.
