Search: Admin/superuser should be able to see all items in Solr

@scolapasta and I decided we'd like people with the superuser boolean to be able to see all items in Solr while browsing in the GUI or using the Search API. All dataverses, datasets, files.

Yes, with possibly a flag, to then only see what they should. (for example we could use that flag on the account page in the data related to me, so you only see things you've actually touched).

Anyone for now (and maybe 4.0) let's try see everything.

I did not yet implement any special flag for superusers for "Data Related to Me". If we really want this, let's make a separate ticket. Superusers such as "admin" should be able to browse/search all dataverses, datasets, and files after a build and an "index all".
