Permissions: Who can add to this dataverse doesn't work.

The default of who can add to this datavaserse has anyone with an account but neither checkbox selected. That should not be an option and not the default. One or both checkboxes should be selected
if this is the default.

Also, selecting Dataset adds the permission to the list but does not enable the add data button for a user visiting that dataverse.

Last, the default permissions in the root dv, being able to add dvs and ds must be hardcoded because it doesn't show up in the role assignment list.

The functionality for this is now wired up, so by default root is no longer open and will not see the add button. If you make it open (one or both check boxes selected), it will show. Works like this for any dataverse.

(the radio buttons are currently ignored - we do need to make this work, but can that be a separate issue?)

Add new dataverse and publish.

• unchecking DV & DS on permissions > no one can add
• checkin either one respectively adds the add button and DV Contributor, DS Contributor
• checking both adds Full Contributor
