Editing a Controlled Vocabulary field can update published version

What steps does it take to reproduce the issue?

When editing a published version, if a single-choice controlled vocabulary field is edited, the change happens in both the new draft version and the original published version.

This does not appear to happen with a multiple choice field such as Language.

  Only if a draft does not already exist.

• Which page(s) does it occurs on?

• What happens?

• To whom does it occur (all users, curators, superusers)?

• What did you expect to happen?

Which version of Dataverse are you using?
6.8+ - looks like all versions are affected.
