More information for clarification.

Many iterations ago there was a message block within the Select Files to Add widget on the create and edit dataset pages that stated, "Tip: You can drag and drop your files from your desktop directly into the upload widget." Currently, this message is on the top of the page and during usability testing rounds when it was in that location, users never saw it and didn't know it was an action they could do. The message can be removed from the message block on the top of the page and only show up in the Select Files to Add widget.

Added a static info message about the drag and drop feature in the file upload widget. Removed old message that was wired to the backing bean and somehow got disconnected.

Drag & drop messaging appearing on edit/add files page but not on create a dataset page. Needs to be in the file section of the create a dataset page.
