As with 3.x, we need to ability to release datasets (formerly studies) in 4.0.

Releasing datasets is related to versioning (a release means incrementing a version number) and Philip Durbin has written a thought experiment for treating datasets as git repos at https://docs.google.com/document/d/18WDIS8hrFJvMJBcnRuQ8NfD-VxGq32vJ9WwlEgyyWZs/edit?usp=sharing

Datasets are now published as version 1.0. If the user goes back and edits the metadata s/he may republish as version 1.1 or 2.0 (a choice given at publish time.) If the user adds files then any republish must be at the next higher whole number (1.0 or 1.1 must become 2.0)

There will probably be further restrictions on "point" releases that can be handled in a subsequent ticket.
