Combined Version number and status into one column so that Draft appears as draft at the top of the list if applicable.

If you do not have permission to update a draft it will not show up in the version list.

So, what this ticket actual does is add links to versions on versions tab, add dates to versions tab, and add the word Draft to the draft version but only visible to someone with edit perms. Also displays notes field appropriate to version in the top of the view dataset page.

Not sure whether there is any more work needed here such as adding the user with the version number and the archive status besides draft.
Also, there is a post beta element mentioned.

Process note, maybe less helpful to have multiple time goals in a ticket, maybe make separate tickets.

It looks like we have most features outlined in this ticket. The UI is good. Ship it.
