When users convert their account from the "Username/Email and Password" to the "Institutional Log In" option, they receive a confirmation email with no link #3407

Per https://help.hmdc.harvard.edu/Ticket/Display.html?id=242106 somehow this message was sent by https://dataverse.harvard.edu running v. 4.5.1 build 49-7e5e8c9 which doesn't contain a "confirm email" link to click. Confirm email is new as of 4.5.1 (#2170) and I'm not sure how to reproduce this bug. It may have something to do with Shibboleth but I'm not sure. Shibboleth users should not be asked to confirm their email since we trust the email address being asserted by their institution. We should figure out if we can reproduce this.
