Just more info: This isn't possible through the UI right now because the dataset linking button is on the dataset page, but harvested datasets don't get dataset pages - when users click on the title links, they're taken to the source repository pages.

If you try to use the dataset linking API to create links to harvested datasets you get an error message about the dataset not being published (reported in #5886)

#6935 makes this possible using an API call. I think @sbarbosadataverse proposed the ability to link harvested datasets using the UI. I changed the title to reflect that.
