Assigning to Liz (per Gustavo) to decide if we need this for beta and what the definitions for draft and unpublished will say.

Descriptions:
Draft: A new version of a published dataset.
Unpublished: This dataverse or dataset can be published so others can discover it.

Will add in post beta if necessary
