Add a link to Sign up on the log in page

Users who are not signed in and who click on "Add a Dataset" or "Add a Dataverse" on the home page currently go to the Log In page. We could better help new users create accounts and add data if we include a link to create an account on the log in page.

This issue is related to issue #5615

Hey @TaniaSchlatter, this is on the UI/UX board as early design but the screenshot above seems ready to go. Are you OK if I move this to Ready for inclusion in a future sprint?
