Compile guides with Maven sphinx plugin #6188
Description
I propose using https://trustin.github.io/sphinx-maven-plugin to generate the sphinx docs.
Calling a Maven target feels much more intuitive than installing automake, etc to use the Makefile in docs/sphinx-guides.
It should make the release process more straightforward, too, as the plugin can be used as part of mvn site generation.
