Glassfish Upgrade fix Dataset Lock removal

In the current Glassfish Upgrade branch dataset locking refresh is broken.  When a lock is put in place for any reason (ingest, "submitted for review" etc.) the lock is not automatically removed even when the locking reason is resolved (ingest completes, dataset is reviewed and published or sent back to contributor.)
