ExportAll: (Re)ExportAll appears to cause server instability, some export failures. #6594
Description
As part of v4.19 we recommend running the reexportall endpoint. In production, this coincided with server instability on two different servers that were otherwise stable. The first server processed around 15k datasets before requiring a restart and the second approximately the same amount before it was restarted.
While looking at the logs for an explanation, some errors and warnings were noticed that may have nothing to do with export directly but should probably be looked at.
Additionally, there were several export failures reported in the export log that might be investigated.
