Shape archive folders: again

After receiving feedback from the users, another change is needed to how we implemented the handling of folders in uploaded shape archives. The folders need to be preserved in the file metadata entry ONLY, but not in the re-zipped shape archive.

An example:
if you upload a shape set zipped as follows:

data/gis/states_wgs.sbn
data/gis/states_wgs.prj
data/gis/states_wgs.dbf
data/gis/states_wgs.sbx
data/gis/states_wgs.shx
data/gis/states_wgs.shp

The folder "data/gis" should be preserved in the metadata, and should appear on the dataset page. But the resulting saved zipped shape set should contain the files WITHOUT the extra folders, like this:

states_wgs.dbf
states_wgs.prj
states_wgs.sbn
states_wgs.sbx
states_wgs.shp
states_wgs.shx
