Create a template for the application to use, that will house links to stylesheets, javascript, and other app-wide external files, via the header, as well as the markup for the header, including title, tagline, guide and contact icons/links, log in/log out, account pg link, breadcrumbs, message (info, error, success) block.

We haven't discussed this in much detail, but if there is anything we'd have in the footer of the app, we'd also add it to the template.

This is a backend change that just encapsulates the mentioned functionality. As long as those work, this is ok.
