What this PR does / why we need it: Adds apis to allow users to get an individual template is json format by its id or to delete a template given its id

Which issue(s) this PR closes:

• Closes Add new APIs to GET a template, and DELETE a template #11918

Special notes for your reviewer: the create template command was modified so that the id of the newly created template is available immediately - mostly for testing purposes

Hi, I just test the two endpoints and they work well functionally. However, the Delete endpoint is /dataverses/{id}/template like the description, but GET is /dataverses/template/{id} now. The place of the {id} seems different from what you wrote in release note.

If I call GET/dataverses/{id}/template, it says
