Tektronix MSO4104B scope: compress to single value

As a LARMOR scientist I would like to use the scope to collect a single average value in a block.

Acceptance criteria

• YLOW_CH1, YHIGH_CH1, YMED_CH1, YAVG_CH1 values calculated (is already done)
• This ticket is to make sure it's running correctly and merged so we don't need to hotfix, and to test whatever logic has been added (in RECSIM) and to fix macros. Spin out a ticket to do a proper emulator, tests and tidy up original IOC.

Note:

• The low, high, median and averages calculated above use the RAWYDATA_CH1 array (integer), the YDATA_CH1 (scaled) data array is currently commented out. Not sure why. It would be easy to swap the relevant compress records if needed.
• NELM in st.cmd is set at 10000, i don't know if this need to be adjusted. Currently N in the compress record (number of points to average over in array) is also set at 10000, but if the scope returns less than 10000 you may average over a lot of zeros. In that case you may need to reduce NELM or explicitly set N, or else use YHIGH

The ioc seems to need bringing up to standards, I think we should do the following as part of this ticket:

• Make the ip address configurable via macros, rather than hardcoded in st.cmd
• Add IOC tests for the logic added in the PR above
