Dependency Updates

As someone supporting IBEX I want to make sure the dependencies are up to date, as per https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/Dependency-updates.

Acceptance Criteria

• Dependency upgrade steps have been undertaken
• Dependencies are listed in the upcoming release notes
• Rough test of IBEX undertaken to verify basic function of the system

Python packages that weren't mentioned seemed to already be 3.13 compatible and had no hard-coded versions

Not updated this time:

• make - no new versions
• cs-studio/archive engine/alarm server - no significant new versions, and build failing for a different reason which @Tom-Willemsen might look at separately.
