The files provided in InRule.Catalog.Service_DevOps.zip at https://github.com/InRule/DevOpsServices/blob/main/doc/ircatalog-azure.md#add-devops-artifacts-to-an-existing-catalog-service are not compatible with 5.8.1 installs. The below files should be used instead. I opened this issue to be able to share the zip files with a customer; I will be creating a pull request to update the above doc.
