[algorithm] Modify InsertionAlgorithm to allow collision-only functionality

The FindClosestProximityAlgorithm is handy for modelling needle collision with impermeable surfaces. However, this can be implemented in the InsertionAlgorithm hassle-free and unify the two classes.
