Re-enable doxygen processing of the "Remote" directories.

Description

Disabled in #116 until sphinx based examples and potential self-referential links can be evaluated and fixed.

Expected information

A discussion is needed about what to require/expect/allow for doxygen generation from the remote modules.

Actual information

The desired behavior of doxygen wrapping of the remote modules is not clear. If "generate documentation" is requested, which modules should be required?

I am currently in the process of adding all Remote modules that can be processed by Doxygen to the nightly Doxygen build.

Running into some problems getting CUDA setup on the build system -- punting with the RTK module for now since it already has great Doxygen builds.
