🐛 Blank Screen Appears When Delegating/Registering dRep with a Wallet Lacking UTXOs

Steps to reproduce

1. Connect a freshly created wallet.
2. Attempt to delegate any registered dRep from the dRep directory.
3. Observe the behavior on the screen.

Actual behaviour

• A blank screen appears when trying to delegate a dRep using a newly created wallet.

Expected behaviour

• Instead of a blank screen, a descriptive error message or popup should appear to inform the user.

Not existing on GovTool v1.0.28. I was able to delegate to DRep on a newly created wallet:

• I added a new wallet which lacked UTXOs. and attempted to delegate using it.
