Make governance action details intelligible

Story:
As a DRep, I want to understand the Governance Details, so that I know what I’m voting for.

Acceptance Criteria:
Given that I am looking at a:

• Treasury Withdrawal governance action then I will see the amount (in ADA) and the proposed address of the recipient
• Protocol Parameter governance action then I will see a table with 2 columns
  • Protocol parameter name
  • Proposed value
• Hard Fork governance action then I will see the major protocol version and the minor protocol version separated by a decimal point.
• Update to the constitution governance action then the Url of the constitution and the hash of the constitution
• Info governance action then there will be no governance details section shown
