💡 Redirect to governance action outcomes pillar from voting pillar

What?

• The voting pillar's live voting view only shows governance actions that can be voted on right now
• The outcomes pillar provides a view of all historical governance actions
• If a user tries to navigate to a historical governance action by using the voting pillar URL, they will be met with an error state that the governance action can not be found
• For historical governance actions which are attempted to be navigated to via a URL, it would be nice for GovTool to redirect the user to the correct page within the outcomes pillar
