💡 Budget proposals landing page explorability

What?

Regarding the landing page at https://gov.tools/budget_discussion :

• it would be good to facilitate browsing by maybe having a gird/list of project names.
• currently all proposals show up grouped by ?buckets (Core, Research, Governance, ). In case someone is looking for a proposal but doesn't know the bucket a proposal is in, we could have a way of ungrouping.

@bosko-m The easiest, and probably the best way to do this is to implement the data table on this page. This link to the Epic for changing Budget Proposals is already in Github: #3371 (comment).

This would be a good place to start introducing our data tables. If we are going with this approach, then it will take a few minutes work to customise the table for Budget Proposals
